After the events of Winter Soldier, Steve left to search for Bucky. During that search and time period he crossed paths with a genius of a doctor who called herself Nightshade. She is a bit of a mad scientist sort, with the ability to manipulate her pheromones and a Captain America obsession. She wanted to create a werewolf army, and created a serum to achieve that. She tested the serum on Steve. It worked. Her pheromones kept him somewhat passive and docile for a while, but he overcame that fairly quickly and escaped.

This is, obviously, an AU version of MCU Steve, based on a comics storyline. It's all in good fun.
